Smoking in Seoul: No-Smoking Zones, Fines and Where to Put Your Butts

Where you can and can't smoke in Seoul, what the ₩100,000 no-smoking fine covers (vapes included), why dropping a butt costs ₩50,000, and how to find a cigarette-butt bin.

Short answer

In Seoul you can't smoke indoors in public places, or outdoors within 10 m of subway exits, at bus stops, in many parks and squares and near kindergartens and daycare centers. Smoking in a no-smoking zone can cost up to ₩100,000, and since April 2026 that also applies to liquid e-cigarettes. Dropping a cigarette butt is a separate ₩50,000 fine. Look for marked smoking areas, and use a cigarette-butt bin; TapSeoul's Trash tab maps 847 of them.

Can you smoke on the street in Seoul?

Yes, in many places, but the list of exceptions is long and growing. Korea has no general ban on smoking outdoors. Instead, the national government, the Seoul city government and each of the 25 districts designate no-smoking zones, and those zones cover most of the places where visitors spend their time.

Inside, the rule is simple: no smoking indoors in restaurants, cafés, bars, shops, stations, PC bangs or other public buildings. Some buildings and bars have a separate, enclosed smoking room; if you don't see one, step outside.

Where smoking is banned outdoors

The main outdoor no-smoking zones in Seoul:

Place Rule
Subway station exits No smoking within 10 m of any exit
Bus stops No smoking at the stop and nearby, including central-lane stops in the middle of the road
Squares and plazas Including Gwanghwamun Square and Seoul Station Plaza
Parks and green spaces Many city and district parks; follow the signs
Near children Within 30 m of kindergartens and daycare centers, and around schools
Taxi stands Newly added by districts such as Jongno-gu and Yongsan-gu in 2026

No-smoking zones are marked with signs or ground stickers reading 금연구역 (geumyeon guyeok). Districts keep adding new ones, so a corner where people smoked last year might be a no-smoking zone now.

Fines: ₩100,000 for smoking, ₩50,000 for a butt

  • Smoking in a no-smoking zone: a fine of up to ₩100,000. Enforcement officers patrol busy areas, and some districts run campaigns with grace periods followed by active checks.
  • Dropping a cigarette butt: ₩50,000, as littering. This applies everywhere, not just in no-smoking zones.

Officers need to see it happen, so fines are not issued constantly, but they are real, and they apply to visitors as well.

Where can I smoke in Seoul?

  • Marked smoking areas (흡연구역, heubyeon guyeok) and smoking booths exist in some parks, near some large stations and outside some office buildings.
  • Away from the zones above, on an ordinary side street, smoking is generally allowed, but keep a few steps away from doorways, windows and people.
  • Your accommodation: most hotel rooms and rentals are non-smoking. Ask before you light up on a balcony.

When you are done, use a cigarette-butt bin or take the butt with you. A small portable ashtray is cheap and saves a lot of searching.

Coverage is uneven: the bins appear in only 13 districts in the public data, led by Yeongdeungpo-gu (237) and Eunpyeong-gu (214). Where there are no butt bins nearby, a general-waste bin is not a safe place for a lit cigarette: put it out completely first, or carry it with you.
